How optional Teleodynamic-informed controls wrap the deterministic runtime path without changing parity behavior.

LMRuntime uses Teleodynamic.com ideas as optional governance around orchestration, not as a claim that the runtime is conscious, alive, certified safe, or an authority over thought.

Principles

Bounded actionRuntime work is limited by budget, context, and evidence.
No-op dominanceWhen authority, budget, or evidence is insufficient, the safe action is no-op plus receipt.
Review before promotionStructural changes and public claims require a slower review loop.
Evidence before claimsPublic copy should only claim what has actually been validated.

Two lanes

The deterministic lane proves the model path. The governance lane decides whether orchestration, tools, memory, claims, or structural changes should proceed. Keeping those lanes separate prevents governance from becoming hidden math-path mutation.

Boundaries

The governance layer must not become an authority over private thought, belief, inquiry, or conversation legitimacy. Its scope is runtime behavior, public claims, tools, memory, artifacts, and review gates.
